Rule changes subject to club vote at monthly meetings

 

In accordance with IKF rule 110.1.2 the Current IKF Competition Regulations and Technical Manual is supplemented as follows:

102 Added   Terms explained for ASK Supplement:

                                    Will- indicates a mandatory requirement.

                                    Shall- indicates a mandatory requirement.

                                    Should- indicates a recommended procedure that is required if practical.

                                    May- indicates an acceptable or suggested means of accomplishment.

102 Added   Changes, additions or deletions to the ASK supplement should not be accomplished at the track. Any changes to the ASK supplement should be discussed and voted on at ASK meetings only.

102 Added   At the Race Directors discretion, first time competitors may be granted a waiver for up to two races to deviate from IKF/ASK regulations at the approval of the Race Director. Waivers will NOT be granted for critical safety rules.

104 Added  Annual membership fee for ASK will be $75 per driver, $55 per additional driver(s) in the same family if paid on or before April 8th, 2006. After April 8th, 2006, membership fees will be $90 for the first family member, $75 per additional driver(s) in the same family.  Beginning August 6th dues will be prorated to $45. Non-drivers may become a member of the club with voting rights for $10.

105 Added   One inspected 5 pound dry powder fire extinguisher supplied by ASK and rated for use on A, B & C fires shall be located on the starting grid and at each flag station on the track to satisfy the individual fire extinguisher requirements for each entrant.

106 Added   Drivers should have only one person on the starting grid with them for starting purposes.  No starter devices or service equipment (including stands, tool boxes or spares) will be left in start grid area. Starters must be placed in designated storage areas away from the starting grid. All drivers’ karts on grid must be behind the emergency vehicle entrance to the track at all times.

 

106 Added    All personnel will maintain and leave their pit area in a clean condition by removing any acclimated trash from the facility after the race event.

108 Added    After exiting the track, drivers shall proceed directly to the scales at a slow speed. Drivers shall stop their karts and shut off their motors before reaching the scales. Senior drivers shall not have anyone at or before the scales or in the impound area. Junior drivers may have one person meet them at the scales to assist in weigh in.  The first place finisher in the heats, second place in the mains, shall be responsible for weighing all the competitors. Any discrepancies shall be reported to the race director. All class competitors must remain in the scale area until all karts for that class has been weighed in. All karts must weigh in, even if they do not finish, to get their points.

108 Added   Entrance to the track will only be done in front of the flag stand under the flagman's direction. Intentional exits will be on the back straight.

108 Added    Races will not exceed double the prescribed number of laps including pace and yellow laps.

109 Added      No race will receive the green flag unless there are corner workers at both turn stations.

109 Added    A competitor may receive a black flag by the race director after causing his/her third yellow flag.

110 Added    Classes with 3 or less entries should be combined appropriately with another class. Points will be awarded separately.

114 Added   There shall be no alcohol or illegal drug use on the grounds of Harvey Caplin Memorial Speedway. All City of Albuquerque Open Space regulations apply as to the use of Caplin Memorial Speedway.

114 Added    Persons who verbally or physically assault another individual(s) will be put on suspension pending review from the ASK Board of Directors, and appointed committee. The race director shall be responsible for placing this person on suspension and ejecting them from the event. Persons will not be allowed to enter the grounds of Harvey Caplin Memorial Speedway until said committee and/or ASK Board has reached a decision on the punishment for the infraction. The punishment could include up to a one year suspension and a $500.00 fine prior to reinstatement, or any other action or actions that the ASK Board determines necessary for the infraction. In the event a driver’s crewmember is involved in an altercation, the driver may also receive the same penalty as the offender.

114 Added    Shall a participant at any time owe money to ASK, they shall be suspended from all events until such time that restitution has been made, this includes “Insufficient Funds” for checks written.

401 Added  Numbers are chosen when ASK dues are paid based on available numbers by class. Duplicate numbers will add a letter approved by the head scorer.

406 Added  All electronic scoring beacons shall be located on the infield facing north, near the start/finish line.

407 Added     A time line for each event should be posted at the pit entrance gate prior to the gates being officially opened. Any driver that is late for pre-race technical inspection or registration shall start at the rear of both heat races.  The race director is responsible for ensuring that this time line is adhered to.  The race director’s time is the official track time.

407 Added   Junior drivers shall attend the drivers meeting with a responsible adult or their appointed guardian. Any driver not present at the drivers meeting shall start at the rear of both heat races. Drivers shall be responsible for any information distributed at the drivers meeting.

 

407 Added   No initial starts will be allowed prior to the cone or chalk line displayed in turn four. If a race is not successfully started after two initial attempts then the race director has the option of initially starting the race single file, or moving one or both of the front row starters to the rear of the field. On single file restarts the leader may pick up the pace anytime after the cone displayed in turn three. On all starts the pole position sets the pace.

407Added    During yellow flags, drivers will assume the position they were in on the last completed lap prior to the display of the yellow flag. Attempts to improve position on yellow flags will result in the violator being placed to the rear and may result in disqualification from the race. At the Race Directors discretion, Drivers not complying with the Race Director or Head Flagman's placement instructions after 2 laps should result in the violator being placed to the rear or disqualified from the race.

407 Added  If a red flag is displayed, drivers should stop in turn 4 and shut their motors off. All uninjured drivers will proceed to the infield immediately. Drivers who do not proceed to the infield (other than those injured) or perform maintenance on their karts will be disqualified from that race. No personnel other than drivers, parent/guardian of injured junior drivers, medical personnel, or race officials are permitted on the track until the Race Director allows them.

407 Added  All karts except cadet class shall participate in any necessary pre race track packing. Refusal to participate in track packing will result in starting in back of both heats.

408 Added    There shall be no specified tire manufacturer rules for any club point events.

408 Added     Classes with 10 or more entries should be divided into 2 flights for heat races.

408 Added     Posting of all finishes shall be made public at the completion of the event after the review of the official scorer.

408 Added    In the event of inclimate weather, a meeting of registered drivers or their representatives will be held at the time of the normal driver’s meeting.  At this time it will be announced that if we can’t race by 9:00 PM, racing is automatically postponed to Sunday morning.  At 9:00 PM a meeting will be held to announce race time on Sunday.  Two completed heat races (per class) constitute a complete race. Results will be according to accumulated points from the heat races. This will not apply to IKF regional races.

408 Added   Saturday weather cancellations will be run the following Sunday. Gates open at 11:00 AM; drivers meeting at 12:00; racing at 1:00 PM.  This is a suggested time.  The official time will be determined by the race director.  Sunday weather cancellations will result in race cancellation.

408 Added    ASK Championship Points and Awards.

408 Added    Drivers must be members of ASK, and compete in at least 6 events to be eligible for year-end championship awards in that class.

408 Added   Classes with less than 3 entries eligible for year end awards (excluding junior classes) will receive only first place awards. Dollar value of the awards should not exceed 50% of the cost of the first place award for classes with more than 3 eligible entries.

 

 

 

 

 

 

 

 

 

 

408 Added    Year end championship points will be awarded as follows:

Year-end ASK point totals will be calculated by dropping the worst two races (2 heats and main constitute a race) from the totals.  Races where the competitor was disqualified (DQ) for failing technical inspection, weigh in or DQ for improper conduct (on or off the track) will count the DQ as a 0 and must be included in the totals.  Any competitor that has a DQ for every race will drop the worst two races.

Example: heat 1=4th, heat 2 =DQ, main=2nd,,,,,, 7+0+20=27

Mechanical Black Flag for safety (loose body work, loose pipe, excessive spins, etc) or DNS (did not start) may be used as a drop.

502 Added   After a kart has successfully passed pre-race technical inspection, a dated sticker with class weight should be placed on the front of the kart where it is easily recognized.

504 Added  Only the first place finishing kart is required to proceed from the scales directly to the impound area for ASK Club races.  First and second place finishing karts are required to proceed from the scales directly to the impound area for IKF races.   Karts that do not proceed directly to the impound area shall be disqualified.  This differs from the IKF Regulations in that all karts are to go to impound.

504 Added   Engine technical inspection will be determined by a public random pill draw of at least 1 pill for each; 2 cycle, 4 cycle and kid kart after the finish of the last main event.

507 Added    Scoring protests shall be submitted in writing to the race director no later than 20 minutes following the disputed race.

507 Added    Engine/Mechanical protests must be accompanied by a $50 fee payable to the driver being protested. This fee is to cover the cost of the rebuild. If the component being protested is found to be legal, the Driver will keep the $50.00. If the component is found to be illegal then the fee will be refunded to the protester and all points for the race event for that driver will be listed as DQ (zero points). Any refusal to comply with above inspection will also result in a DQ for the race event. All components being protested should be tech inspected within six hours of the protest, or other arrangements made.

601 Added   This is the primary method of fuel tech at Harvey Caplin Memorial Speedway. All karts are subject to fuel teck at any time. If the Digitron Gasoline Meter being used by the Fuel Technical Inspector registers a competitor’s fuel at +1 this is illegal, regardless of what any other Digitron Gasoline Meter reads. Courtesy checks from the meter to be used for that event will be available prior to the drivers meeting.

617 Added    The weight addition for restricted engine classes may be waived for local events. On IKF race event nights, all entrants in restricted classes must agree to waiver before deviating from IKF rule (617.21).
